Question RTX 3060/Computer underperforming

I got my computer a month ago, and since then it has been really underperforming.

I always keep raytracing off

Processor: Processor AMD Ryzen 5 5500

Ram: 16 GB

My PSU is 600W

My monitor is Asus VG258 165HZ

Motherboard: Gigabyte B450M H

I did not run any background apps during games

How do you know its underperforming?
If you got the computer a month ago, and its been underperforming since the day u got it, how do you know its underperforming when you havent seen that computer run normally. 🤔

What do you currently suspect? Just because your PC is underperforming, we dont know what causes it, so please specify more information.

Spider-Man Remastered 42-49 fps high settings raytracing off

GTA V 62 fps high settings

War Thunder 132 fps lowest settings

CS:GO Medium: 160

Compared to my friends benchmark with the same hardware mine is weaker

There is no high heat or dust so it can't be that

Edit: My PSU makes the exact same sound in this video when i play games (without the clicking noises)
