Hi, my memory clock is 405 MHz in idle, but when I launch any game it goes to 7000 MHz and if I open graphs in MSI Afterburner it shows even 7001 MHz. I suppose it causes graphical glitches like blinking lights and black squares. When I try to lower memory clock even by 1, my screen immediately goes black. How can I lower it without causing any problems?

Welcome to the forums, newcomer!

Make and model of your laptop? Can you use CPU-Z to show you what your BIOS version is for your laptop? Also helps us to know what OS you're on. If you're on Windows 10, include the OS version. Include the driver version for your Nvidia GPU as well.

Lenovo Legion 5 15ACH6H
Windows 10 version 21H2
Bios is updated to the latest version and here is screen from CPU-Z
Nvidia driver is 496.76 as stated here, 497.29 is broken. I tried it also, other versions too but graphical glitches always happened
