Question RTX 3060 Ti not performing well ?

Hello, ever since I bought all the parts in my PC the performance wasn't as high as I expected and all games feels choppy and laggy with low fps. Even in games I have high fps feels laggy with lag spikes.
in csgo i have like 250 - 320 fps (should be way more) but it feels really laggy (lags spikes and feels laggy), I have 120hz monitor and it dosn't feel like it should be.
I've tried benchamrks, malewarebytes and see if I have a bottleneck but everything chekcs so I really don't know what's wrong. Any help would be really appreciated.

GPU: RTX 3060 TI
CPU: i7-7700k
RAM: 16gb 3000MHz
MOTHERBOARD: Gigabyte Z270X
SSD - 1TB EVO 970
SSD - 250GB WDC
HDD - 1TB WDC
PSU - Antec 750W

By laggy you mean stuttering? When you say everything checked out after looking for system bottlenecks, what results did you see?
I assume you have tried uninstalling your drivers and performing clean installs?

Hello, I have had this problem for about 3 years already, my games are not butter-smooth as they're supposed to be with high fps and 144hz monitor. CSGO is the one where that thing is the most noticeable, the game is not smooth at all, constant micro-stutters, it feels like the input lag goes...

I think the I7 7700k is bottlenecking the gpu. I7 7700k is slower than i3 12. Gen.
