So I got the Palit RTX 3070 JetStream OC last week which have 2x8 pins, my PSU is the Corsair 650i which have 2 PCI-E cables of 8 pins to dual 8 pins (6+2) like this one, so I plugged all the pins using just one cable but when testing power consumption in games, I got 160W in Valhalla and 240W in The Division 2 at 1080p ultra unlocked fps, is this normal for this card or should I use 2 cables instead?

If your PSU shipped with PCIe cables that split into dual 8 pin cables, than plugging it in like that is how the PSU is designed to be used. No need to overthink it.

If you can use 2x8-pin do that. Or 1x8 and a 6+2 one. The RTX 3070 has a TDP 220 Watts depending on your model it can be slightly more or less. So it should be fine. You can try undervolting but that usually only helps AMD cards.
