[SOLVED] RTX 3070 not being detected

I recently received my ZOTEC Twin Edge OC RTX 3070 and tried installing it already. I spent 7 hours yesterday trying to do so to no avail. The GPU isnt being detected by my system at all.
I have made sure the BIOS is the latest version and all drivers are up to date (including to one for the card). My back up gpu has no issues at all which baffles me most about it. Im not using a riser cable or anything like it
PC Spec
Motherboard: GIGABYTE H110M-S2H
CPU: Intel i7 7700
PSU: Corsair VS650 650w
Back up GPU: Asus GTX 1060 6gb

any and all help is appreciated because i have tried almost everything

Did you connect both 8pin PCIe power connectors from the power supply to the GPU without using an adapter?

reset the BIOS by jumper while the gpu is installed and power up after that

Apparently i didnt have them in the first 20 times XD

Different point, I would upgrade that psu as it’s no where near good enough quality for a 3070. I will be surprised if you don’t run into stability issues.
I tripple checked before getting the psu if it would be able to handle it but i will keep that in mind
