[SOLVED] RTX 3070 not displaying (brand new)

I just received a brand new Asus tuf gaming 3070 and when I put it into my PC (which was working perfectly just before the card arrived) the screen stays black while the entire desktop lights up and boots. The card lights up and the fans spin for twenty seconds until they stop spinning but the card remains lit. When I put my 2060 back it everything loads like normal. I've uninstalled all drivers three times now and installed the specific Asus drivers as well as the 3070 drivers from Nvidia. Twice now the card does boot to the desktop but goes black again after about 10 seconds. I've read through so many threads and the only thing I havent done yet is reinstalled windows, I've even put in a different ssd with a separate windows install on it and same outcome.
Please help.
 
CPU: Ryzen 9 3900x
GPU: rtx 3070
Mobo: ROG STRIX B550-e
Ram: 4x8gb Corsair dominator ddr4 3200 cl16
PSU: EVGA G5 750W +80 gold

I've tested all cables, made sure connections are good, can't seem to narrow it down

UPDATE: I put the card in another PC and it started right up and works fine. Other PC is:
CPU: Ryzen 7 3700x
RAM: 2x8gb DDR4 3000
MOBO: Gigabyte B550m
PSU: Rosewill 650w 80+ gold

Is this a problem with my Mobo drivers needing to be updated? I looked into it and could only find a Ryzen update not a Nvidia one.
