Question RTX 3070 performing bad on pretty much all games?

I have recently upgraded to a RTX 3070, I have 16GB RAM and Ryzen 5 3600. I was told it wouldn't bottleneck too much with this cpu so haven't upgraded yet. However, on all my games I cannot run them at max without dipping under 60fps 1080p. GTA V for example has to be run at low settings with pretty much everything off for stable FPS. I even have fps drops on Minecraft. I have unintalled and reinstalled drivers via DDU but still have the same problem. I have noticed that most games aren't using 100% of my GPU, GTA for example uses 16%! Any ideas for troubleshooting?

CPU usage and RAM usage in GTA V, is around 50-60%. PSU is Seasonic GM-650(W) 80 Plus Gold and motherboard is Tomahawk B450

I have the same problem, I think if you could write the full specs of your PC they can help you more easily in finding a solution.

Hey, I received my 3070 msi gaming trio x today. I was so happy it will run everything smoothly thou I had loads of problems with this card at the start. It looks like some of the games don’t have good optimalization for this gpu as well as we don’t have new drivers apart of the one that came out on release date. We have to wait otherwise it won’t perform great in some games. Going back to your quote it might not be bottlenecking. I run i7 9700k 16gb maximus xi hero, and I had 15 FPS in bo3 a moment ago. Not the best results after this price but we have to wait!

I'm running my EVGA XC3 3070 with a 3600 as well. Aside from crashes, the performance is great, just below a 2080 ti. Are you guys experiencing a lot of crashes?

I recently got a 3070. I haven't experienced any problems so far the performance is about what I expected from it.
