List of full system specs please, include brand and model of each component (PSU) too

Restart your PC, close all unnecessary programs/apps, open a browser, download and run userbenchmark and post the result link here (https://www.userbenchmark.com/).

At 1440p the load should be on the GPU as long as you are playing with high/ultra settings. Thing is the RTX 3070TI is a really powerfull GPU and I fear that your i7 6700K could be limiting the...
Hi sorry for late reply Im playing at 2560x1440 i was monitoring the watch dogs benchmark it was mainly at 150-180 watts through out of all of the benchmark (Edit i also have my cpu clocked to 4.6ghz)

The i7-6700k comes from an old line of intel chipsets. That cpu was more suited for the 10 series and maybe even the 20 series. I'd definitely look into upgrading to a ryzen, potentially a 5600x or 5800x ryzen 5. I would do what he suggested though, and measure your cpu / gpu temps and usage using MSI afterburner. Good luck!

Newer CPU have come a long way since the 6th gen intel core.

But before anything else, please list the components and run the benchmark.

Not really. All still 14nm skylake architecture basically, with minor improvements. The biggest real differences aren't the core count, but the available Lcache that's a bonus to more modern games.

Comparitively, the 6700k is no slouch.

Op, you have to be careful when looking at wattage meters, there's a very real difference between the lower end 3070ti cards running at stock 100% power limits and cards like the FTW3 pushing 107% or better. JayZ did a test on New World with an MSI Gaming and FTW3 and the difference between them varied by as much as 100ish watts.

If you can get decent playable fps at lower watts, that's a bonus compared to pushing wattage limits just to eke out a few more fps. It means seriously lower temps, which can result in higher boost clocks. High wattage use isn't always a good thing.
