Question RTX 3080 Power Limit

Hello, I have a Gigabyte Gaming OC RTX 3080 and the whole New world issue with bricking cards got my attention, did some research and decided to play New world while underclocking to 80%, the power limit still spiked to 110% rarely.. usually around 105% was the peak.
And then I decided to see how the power limits compare in other games, So I played some FFXV and Star Wars Jedi of the fallen order, 100% power limit, and it still spiked up to 108%.
Another thing to take note of, this card is factory OC'd , even if I wanted to OC it further in MSI Afterburner, I can't because the highest setting is 100%.
My question is , Is it okay/safe for my card to be doing that? Is my card faulty?

somebody tested with 60fps lock and power limits and still got GPU burned...cant be blamed to a new world game tho

power can spike..thats why recommended PSU is usualy 2x of GPU max load
I know power can spike but is it safe for my GPU to spike up to 10% above my max power limit?
