[SOLVED] RTX 3080 shattering [stuttering?] , frame skipping and lag. Please help me

I just got my hand on RTX 3080 and the performance is way lower than what i expected. The game also starting to shattering [stuttering?] and lagging
in youtube video GTA5 suppose to be running at around 120 FPS high setting 1440P, but I am only at 50-60 FPS at 1440 P ?
For some reason my game only utilized GPU at 55% usage 45C and CPU at at 50% usage 41C


Here is my set up

Driver 456.71
Asus Z170 Deluxe
I7 6700K 4.6 ghz with Corsair H110iGTX liquid cooler
Asus RTX 3080 STRIX
Windows 10 64bit
RAM 16 GB 3200hz
PSU Corsair HX1000i platinum
Monitor Asus PG27UQ


The symptom is very similar to a computer that do not have enough power supply to works properly , but I have checked everything and it seems my set up is fine. So at this point I do not know what is going on , but it i can tell that something is struggling and unstable.

@wasan1739 Are you sure your CPU is 4.6? I checked and that model is a 4 core 8 threads it is the equivalent to a R7 1700 yet the last has 8 cores 16 threads, I have a R7 2700 (next after 1700) and I got the same problems as you, I had to overclock mine at 4.0 at all cores until I can buy a newer one, I play Warzone at 1440, my card will operate at half of the performance and the game used to lag a lot... Check this, it might help dissipate some questions
