Question RTX 3080 Stuttering

Would anyone have any advice or suggestions on why my 3080 is stuttering in the majority of games I play? I have the most recent Nvidia drivers alongside the latest windows update with my bios and chipset updated to the most recent version. I am running a Ryzen R5 3600 alongside it which has suddenly started to show much higher CPU usage when compared to my 2070 Super & 1060 so it could be the CPU although many people suggest that this CPU should be fine for gaming at 1440p 144Hz. Lastly I have a gold rated 850w Corsair PSU with a Gigabyte AB350 gaming 3 motherboard with all games running off either an SSD or M.2.

What is your RAM configuration?

HyperXpredator 16 GB 3200Mhz Cl 16 dual channel, I am resetting windows and will reseat the RAM to see if it helps.
