Hey all, I need help. I apologize for any spelling mistakes, im currently posting this on my phone.
A month ago I made my first pc, it would amazing for the first month. But here recently I've noticed a bit of trouble with it. 2 weeks after it was completed I had use msi kombustor and msi afterburner and was hitting around 150 fps. However I just recently realized after trying to play cod coldwar that the computer is struggling majorly. I did just upgrade my motherboard about a week ago, and wondered if that may be the problem, I also tried cryptonmining for a day (I know, a little late)

Right now the computer is hitting 110 to 115fps on msi kombuster. And COD Coldwar is hitting about 45-60 fps with major stuttering and drops with medium graphics. I also noticed that the gpu no longer shows on the user benchmark after I replaced motherboard

Current specs of the computer are as follows:
Cpu:amd ryzen 7 5800x
Gpu: msi rtx3090 24gb
Psu:corsair 1000x
Mobo:ROG Strix b550-f wifi II
Ram:32gb of 3800mhz

I've browsed the web and tried several things the last few day for no luck. So please any help to solve this would be amazing

No. It was was using the one already on my drives, is there a way to do that without losing my apps?
No.
This is the Windows OS, and all your applications.

A new motherboard, if not an identical replacement, generally indicates a fresh OS install.
Since you are having issues, "generally" becomes "required".

A little prep work before the hardware swap would have made this easy.

Alright, I'll replace the os tonight, and see if that fixes everything. I appreciate the help and will update what I find out

Another question, if I have a second drive could I unplug that and keep any application that were stored on that drive?

Applications would need to be reinstalled, no matter what drive they are/were on.

When an application is installed, it makes dozens or hundreds of entries in the Registry and elsewhere.
The new OS knows nothing about that.

Steam games are a bit different.
You can install a new Steam client with the new OS, and tell it where the old Steam games are, if on a different drive.
Origin has similar functionality.

Alright so I have reinstalled os. Unfortunately I'm still hitting the same frame rate that I was

Some optional things you can check here (in order of difficulty/usefulness) :

1. What does your CPU usage and GPU usage look like when you play different games? I would download a program like Process Explorer from Microsoft Sysinternals if you want a very detailed look at usage.

2. Check your CPU and GPU temps right after a cold boot (booting after several hours off), the temps after several minutes on but without starting a game, and the temps in the middle of a game after 30 minutes of gameplay. Are your CPU and GPU temps very high?

3. You reinstalled the OS but did you fully update the OS? Are GPU drivers updated?

4. Get some benchmarking software like Geekbench 5 and 7zip (for CPU only). Do the benchmarks match what others are getting for the same hardware?

I think the OS is updated, the gpu drivers are updated and, I have used user benchmark before, I'll post the report in a bit. After installing the the new os. I have noticed a good improvement in performance (not as choppy) and im getting better frames. A few weeks ago I was using msi kombuster to check the fps, and I was hitting the 150+ range now im getting about 115 and im wondering if it's cause im not doing something in the bios to best optimize, but im not quite sure what I need to do. I will also look into getting an application to monitor my cpu and gpu usage

The bios should never be the cause of losing 45 FPS worth of performance but while you are checking that, make sure your RAM is operating at the frequencies and timings it should be running at. You can check Process Explorer for currently running applications to see where the CPU and GPU are being used. You said you are getting better frames, what does that mean, how much did it improve (exact numbers if you remember them)? Is the 150 FPS on the new OS before it also degraded or is it on the old OS before you started to get problems?

Autoruns (also from Microsoft Sysinternals) can be used to see and deactivate all startup items, but this is a more advanced step, I would not mess around with it unless you know what you are doing.

Also, which games are running slow? Is it all games? Is the slowdown the same across games or are some games getting slower than others?

Call of duty cold war was hitting around 30-to 60fps with a lot of frame drops, and choppiness, it is now hitting 126fps after the new OS. I built the computer last month, and it had a different motherboard, but after it was finished I ran MSI Kombuster several times, and it would consecutively hit 150fps, However, I am not sure what fps it was hitting nearing the time I replaced the motherboard. All I know is that now the FPS on MSI combustor seems to be at a cap of 120 and hits an average of 113.
I really have only played a few games but I noticed that my computers hitting lower frames then people who have the same specs.
Also I am including my USERBenchmark. Asus ROG STRIX B550-F GAMING WIFI II Performance Results - UserBenchmark
