Discussion RTX 4060 is stuttering in everything

Hello guys I just finished building my PC and I love it but is stuttering a lot in every game, and when I say every game is literally every game, including League of Legends. I have tried everything except for formatting the PC. I even deleted the drivers and installed them again from the NVidia website directly, it worked for a few days but it came back again. What can I do with it so I could finally start streaming games as I wanted for the last year and the reason I built the PC.

Is there something bottle necking the GPU? Should I start looking for another GPU or motherboard.
 
it worked for a few days but it came back again

Have you checked task manager cpu and memory processes sorted highest to lowest while this was happening? Do that, right click and search about that process if anything stands out.

Is Windows freshly installed on this hardware or carryover from another system?

Is bios up to date?

I checked the task manager when this happened and everything was ok. Windows is fresly installed, The only thing I havent checked is if the bios is up to date.
Besides that I have tried deleting drivers, installing them again and changing resolution and it still stutters
