Hello , I want to upgrade from my gtx960 to a rtx 4060 ,and im not sure if my motherboard accepts it , is the rtx 4060 compatible with H110M PRO-D?

It will work fine.
About the same power draw so your PSU should be fine. Don't stress over a bottleneck that card is not like high end.
