Question RTX 4080 GPU Usage drops in GTA V and Low Usage on Rainbow Six Siege in 1080p

RAM: 2x16 DDR5 4800MHz
OS: W10 Pro (stored in M.2 NVME SSD)
PSU: 850W 80+ Gold
Display: 144HZ 1080p

I ve started to notice more and more FPS drops in 2 titles I play: Rainbow Six Siege and GTA V.
R6 literally uses more GPU when loading the game than when I m actually in the match playing the game (between 40 to 60 % usage) + FPS drops here and there (AVG of 200 FPS and its annoying when it drops from 144 since it makes the whole experience quite choppy on my 144hz monitor). Sometimes the game just drops for a continuous short period of time to like 80 or 90 FPS (this is a new incident).
Now that I decided to play GTA V after a long while, I started playing the campaign and its completely unplayable. Now the GPU usage drops constantly and causes the game to freeze all the time.
Doom Eternal with max settings and Ray Tracing plays fairly well with a drop here and there (95 to 99 % usage), but I d guess it makes sense(? since its at its max potential (avg of 200 to 250 FPS).

Since its the RTX 4080 I m currently using, I d like to think that I shouldnt be experiencing these issues, much less on 1080p gaming, but for some reason its there. I ve seen people obliterate R6 and GTA V with this card, while I m suffering of FPS drops constantly. All I honestly want is a 144+FPS experience.

Have you tried using DDU and remove drivers and install them again and make sure that nothing is overclocked to much. Maybe try turning gync off and see if shutters go away.

Also make sure your computer upto date with new bios 2023-12-09 7D78v1B

I will try DDU. Havent OCd this card at all. As a side note, the max usage with games like Doom Eternal or Modern Warfare 2019, where GPU usage is near its max, the temps on the GPU sit around 60 to 65 Celsius.

Also make sure everything is updated bios and make sure that nothing overclocked in bios like the ram speed make sure bios says 4800 because my ram was hitting 6400 on overclock and made bsod errors and shuttering

Also your system is such overkill for 1080P and could do alot more.

Already checked that out. Its sitting at the recommended speeds. Havent updated BIOS ever since 1.0.0.3a. Only updated once because of an issue that affected most RTX 40 series cards by making it sit by default at PCIe 1.0 speeds. I dont know if I should update, specially after the SoC voltage issue in some Ryzen 7000 CPUs (the melting thing).

By reading the bios updates seems like they fixed soc voltages issues with 7D78v152(Beta version) from 2023-04-28

Do not install 7D78v1B Bios one the most recent one seems people haveing problems with the latest update but think 7D78v1A will be safe to download as bios update for now since people are reverting back to 7D78v1A because typed in 7D78v1A and cant find post saying anything wrong but the latest one people are complaining about it.

is there any app that can keep "track" of everything that happened during a certain period of time? Like what was used and not used by the CPU or the GPU? Because I dont get it. I simply dont get how an RTX 4080 paired with a 7700X "chokes" so badly all the time. I m asking because the Task Manager doesnt really keep track of things IF I m focusing in the task manager's tab, so I cant tell whats being used or not used.

I do not know but task manger can be good at telling about usage when playing games. Because if cpu or gpu can overwelmed can caurse shuttering also with temps if there high.

What about your edit power plan is that set to high performance
 
Do https://www.userbenchmark.com/ and post your results here maybe that can tell people on forums whats happening because with shuttring can be anything. But like said before would try and update bios that could be holding back your 4080 and cpu.
Tried in the past and it worked. Now I tried and suddenly a "Window's error noise" is set off but no error log. Didnt test the GPU, so the results show up as "missing GPU".
 
I know you do not want to do bios update but think you need to do bios update 7D78v1A there nothing to worry about wont break your compter wont have problems because think they all been fixed now with old bios updates. Shuttering can be anything like old dated drivers and bios and more things

Fun thing is that I was testing GTA Online and I have no stutters in a 32 player online lobby. Ofc I get like 100 something FPS but is steady, compared to the never ending drops in Story Mode. Sadly, I want to play the story mode.

Yeah just keep forums updated on what happening. Shuttering in games can be anoyying when you dont know what caursing it.

UPDATE [Partial Solution]: GTA V is a particular scenario. Its all about the game's engine forcing you to have a max of 187~ FPS . If you pass over that, it automatically drops the framerate. I used V Sync and it no longer stutters as frequently as it was before.
