Question RTX 4080 performing badly. Possible power draw issues?

Hello all, I somewhat recently upgraded to a RTX 4080 and I noticed worse performance than the GPU I upgraded from, which was a RX 580. Playing games like LoL I would notice in the game when minions hadn't spawned and not much is going on I can get 200-300 FPS (I play all games at 1440p, 165hz), but when minions spawn and the game gets going it drops to 100-160. I notice lacking performance in various other games too, and some times GPU utilization isn't very high. I took HWiNFO64 logs and attached them, I was playing a LoL game during the log.

I would appreciate any help or input from the community. Thanks guys.

I'll continue exploring options on my own and posting updates here for anyone who may have this issue in the future.

I ran 3DMark and got decent results:

So this leads me to believe that there must be some software issue causing low performance and utilization in games like LoL.

EDIT:
My next test involved running League of Legends practice tool in full-screen exclusive, medium graphics settings, frame rate uncapped.

When launching the match initially these are my stats:

Have you run DDU (Display Drivers Uninstaller) to completely remove the old AMD GPU drivers, and reinstalled the latest Nvidia graphics drivers? Also while you're at it, it wouldn't be a bad idea to update the BIOS, and Intel management engine (which includes the chipset drivers).
