450W nominal (totally will reach this while gaming), 253W max from the CPU (won't reach this while gaming)

700W right there, so 1000W minimum I would say. If you plan to have lots of peripherals, drives, fans, pumps, and RGB light shows, that would all add up.

And then there is overclocking. 14900K by default on most motherboards will hit 320W. Most 4090 will let you get up to about 550W.

So if you are doing fancy stuff, I would say 1200W to be safe.

At a minimum a 1000w psu with at least a 7 yr warranty.

Bigger won't hurt.

Just remember watts and quality are 2 different things.
If you buy a quality unit 1000 watts if lots of bling 1200.
If you decide to go cheap and hope it works look to 1500-2000 range and there are no guarantees they will cope with power spikes well enough..
In short terms.
DO NOT SKIMP ON POWER SUPPLY QUALITY!!!!!!!!

Do not overthink this.
Your budget will buy a very good power supply with a 10 or 12 year warranty.
Nvidia specs for 4090 suggest 850w for the whole system.
Most of the power demand is for the graphics card.

But, there is very little downside from buying a very strong power supply, like 100w or 1200w other than the price.

Some graphics cards will have very high peak demands which a stronger psu can handle.
A strong psu will be loafing, running in the middle third of it's max capability.
That is the range where it is most efficient and will be quiet.
ATX 3.0 is a new standard, and on general principles, I would make that a requirement.
