Do not overthink this.
Your budget will buy a very good power supply with a 10 or 12 year warranty.
Nvidia specs for 4090 suggest 850w for the whole system.
Most of the power demand is for the graphics card.
But, there is very little downside from buying a very strong power supply, like 100w or 1200w other than the price.
Some graphics cards will have very high peak demands which a stronger psu can handle.
A strong psu will be loafing, running in the middle third of it's max capability.
That is the range where it is most efficient and will be quiet.
ATX 3.0 is a new standard, and on general principles, I would make that a requirement.
