Question RTX 4090 FE black screen after 1-5 mins on Windows 11 and restarts when "Power Management Mode" is set to "Normal" in NVIDIA Control Panel

Hello! I just finished my new build and for some reason I keep getting a black screen which is sometimes followed by a restart of my computer when using my RTX 4090 FE (with Seasonic's 12VHPWR Cable) on my 13700k build. I've read that a workaround for the RTX 4090 is to set the "Power Management Mode" to "Prefer Maximum Performance". I tried this and it actually worked, no crashes, black screens, or restarts since I've used "Prefer Maximum Performance". I actually have two builds, my new 13700k build and my old 9700k build I am upgrading from My new build is as follows:

ASUS ROG Z690 Hero
Intel i7 13700K w/ Noctua NH-U12A Chromax.Black with Thermal Grizzle Contact Frame installed
Corsair Dominator 6200Mhz DDR5 32GB (16GB x 2)
NVIDIA RTX 4090 FE ( w/ Seasonic 12HPWR cable and Driver 531.68)
Seasonic PX-1300 1300 watt PSU (Also tested with PX-850W)
Windows 11 Pro

My old build is as follows:

MSI Z390 Gaming Pro Carbon AC
Intel i7 9700k w/ Noctua NH-D15
G.Skill 16GB 3200Mhz (8GB x 2)
NVIDIA RTX 4090 FE ( w/ Seasonic 12HPWR cable and Driver 531.41)
Seasonic PX1300 (Tested with PX850 as well)
Windows 10 Pro

I've tested the 4090 with the 1300 watt PSU on both the 9700K build and 13700k build and I do not have any issues with my 9700k build and the 4090. This issue appears to ONLY happen with my 13700k build. With my 9700k build, I was able to install my 4090 without making any alterations to the bios or update vbios or NVIDIA firmware. The 4090 FE just worked without any issues. In this new build I am noticing that this black screen issue happens within 1-5 minutes of reaching desktop. I notice the lights on the card go off and on when this happens and my screen goes black, which may or may not be followed my an automatic restart of my computer. I've actually installed the NVIDIA Firmware update which was supposed to fix black screens upon booting into Windows which I thought would fix the issue, but didn't. The only workaround that I've found is by setting the "Power Management Mode" to "Prefer Maximum Performance". Has anyone had this issue and has it ever been resolved? I appreciate any and all help! Thanks!

Did you make sure to set the bios to uefi boot and not legacy.

I believe it is in UEFI mode as my only storage device, my SSD, is formatted in GPT. I'm at work right now so I can't confirm for certain but I will update my post with a definite confirmation when I can.

EDIT: So I am running my configuration in UEFI mode exclusively. Should I enable CSM mode perhaps?

You can try csm mode however that doesn't usually affect the gpu performance as in running or not.
