Question RTX 4090 is non-existent on an MSI Gaming Pro Z790 motherboard ?

So like my description says my graphics card doesnt show up. Back story i upgraded from a Z590 just wanting to go to DDR5. New CPU (14700K) and Ram Corsair 32GB, Upgraded power supply to a RM1200e as well. Welp got everything plugged up and it only works on my integrated graphics. Its like my 4090 doesnt exist at all. Things ive tried being slightly tech savvy.
  • Cleared CMOS
  • Unplugged and tried all new wires
  • Tried Slot two
  • Flashed to newest BIOS

Well when i tried slot two i got the same result as the new BIOS flash. Now when i plug my GPU it will not boot. just keeps restarting itself. it would do this same thing in slot two. so now im completely stomped. the computer will boot and run just fine on integrated graphics and my card in the PCI e slot with no power going to it. second i put power to it is cycles restarting over and over (again this is only after BIOS flash) before BIOS flash it would start and run fine but card just didnt exist. Now i will add i just swapped my M.2 over.
HELPPPPPPPP i just wana game again!!!

Okay update. I put my back up 3080 in and it did nothing. No lights no fans nothing. 4090 lights up but no fans. Won’t wake monitor. I’m leaning more towards bad mobo. Anyone second that? Or bad psu? Both are new.
 
Yes if I do no power to the card just plug it in the PCI e slot everything works. Second I plug in power to it it gets stuck in a loop of power cycling itself
What do you mean with "no power" ?
As in connect the card but not connect the PCIE power connectors?

But as soon as you plug these PCIE power connectors your computer gets stuck in a reboot loop?

Because it sounds like your PSU is not sending enough power to the GPU.
