Question RTX 5060 issue with AMD 9600x on B850

Question - Has anyone heard of an issue between AMD 9600X, B850, and Gigabyte RTX 5060? It seems like a pretty popular configuration, but for me it is not working, and I can't figure it out.

I've put together a new computer for a family member and it is giving me a strange issue. This is probably the tenth or more computer I have built over the past twenty years, so I am generally quite experienced.

The issue:
GPU instability, games crash, sometimes PC hard reboots.

Configuration:
CPU: AMD 9600x
CPU cooler: Watercooling, coolermaster AIO
Motherboard: ASRock B850 Lightning (Bios 3.15 and 3.30, same issue)
Ram: Corsair 32GB DDR5 (Set to PC 4800 and 6400 via XMP profile, same issues)
SSD/HDD: Samsung EVO 2TB
GPU: GIGABYTE RTX 5060 and PNY RTX 5060 TI (Same issues) and ASUS RTX 4070 (no issues)
PSU: Corsair SFF850
Chassis: Lian Li A4 H2O
OS: Windows 11
Monitor: Multiple

Troubleshooting attempts so far:

1. Ran a different GPU in this system, and it works well. I have an RTX 4070 for my own PC, so I stuck it in the new build. Runs 100% fine for as long as I felt like testing it. Ran games, benchmarks (userbenchmark, unreal engine ones, furmark), etc. Performance scores on userbenchmark were above average.

2. Ran the "problem" GPU in a different system, and it also works great. Next I stuck the 5060 in an Intel based system, and experienced no issues. Ran games, benchmarks, etc. Userbenchmark came out about average.

3. Updated the 5060 firmware per NVIDIA support available update and updated the ASRock motherboard to latest 3.30 firmware. No change in behavior.

4. Checked all power cables, connections, etc. Nothing out of the ordinary.

I don't know what else to look for. I'm thinking about just returning the GPU and buying something else, but what? A different brand 5060? Maybe 5060 TI? Used 4070 or 3070? The budget for the GPU is $300, so i don't want to deviate from that much.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Just an FYI, ASRock motherboards are something you should've avoided when building around the AM5 platform due to their lapse in the BIOS department.

@Lutfij makes a good point in regards to Asrock's recent issues. Aside from some unusual firmware issue, there is not compatibility issue, in general, between the CPU, motherboard chipset, and GPU. As @nayrhyno indicated this is a fairly common combo.

Edited the OP with more specs. I'm now considering something to be wrong on the motherboard side.

Additional steps attempted-
1. Got a third GPU (PNY RTX 5060 TI 16GB) which acts the same as the 5060. Works 100% in the Intel (i7 4700K, ASRock Z790) and same issues as the GIGABYTE 5060 on the AMD build.

2. Tried older NVIDIA drivers, 576_88 and 576_80, both installed with the "Clean Installation" option, no success.

I'm going to reach out to ASRock about it to at least give them some information. For now, I am putting the 4070 in the AMD and the 5060TI into my computer, given they are pretty similar performance I think everyone will be happy with this work around. I guess I'll be returning the 5060 as "incompatible" - nothing technically wrong with it, but it just doesn't work for this build. I don't feel like returning the motherboard and rebuilding everything

Very odd, maybe just a one off with this particular motherboard.
