MSI GeForce RTX 3060. Watching videos online on any website whether it’s YouTube, Directv, or Netflix and the video quality is super poor. Whether I try to stream in 720p, up to 2150p it is all pixelated, blurry, and not clear at all. However, on my phone it looks great. Is it my graphics card, or just a shitty internet, or maybe something else? I have tried everything but trying to watch videos on my pc is an absolute atrocity. Please inform.

Why is the title of your thread about a 3050, but your post says it's a 3060?

Also, what is the resolution of the video you are watching? There are still a lot of garbage 144p and 240p videos on Youtube from the early days, that never got upgraded by the owner of the channel. My feeling is, that Youtube needs to purge all videos below 720p. Trying to watch a 240p video, on a 4k monitor set to full screen is agonizingly painful. It's not like there are still a lot of people on dial up, like there were when Youtube first started, which is why such low reolution videos were uploaded in the first place. If you're watching a 240p video, you're not going to make it look any better, no matter what graphics card you're using.
