Question RTX GPUs causing weird outlines around objects ?

So I bought an RTX 3060ti earlier this year, but immediately I thought I had a faulty card because from the very first time I opened up CS:GO I noticed there were faint, purplish outlines around words, numbers, and most annoyingly my crosshair. Here's what it looks like:


It's hard to get a good picture of it because it doesn't show up in recordings, and it's hard to get a clear picture of it with my phone. I RMA'd the card, and after almost a month of waiting I got it back, and was told there weren't any issues with it. The problem still persisted so I decided to just sell it and go back to my old GTX 970. The issue went away immediately when I swapped my GPU back to the 970. I grew tired of trying to figure it out and kept using my old card but eventually I really started noticing the lack of performance, so a week ago I bought a 3070ti. I received it today and as soon as I installed it and installed the drivers for it I noticed the same weird outlines again.

I've spent far too many hours googling this issue and I've found a handful of other people that have had the same issue, but none of them have been able to solve it. Here are a couple threads with the same problem and a few more pictures: View:

I've done everything in these threads multiple times, even the solutions that the OPs said didn't work for them. This is driving me insane and really starting to annoy me because I've wasted so much time and money trying to figure out what's wrong with it. Here are my specs:

CPU: Ryzen 7 3700x
GPU: Zotac RTX 3070ti Trinity OC
Motherboard: MSI B550-A PRO
RAM: G.Skill Trident Z 2x8GB DDR4
Monitor: Alienware AW2521HF
OS: Windows 10 Pro

Using latest NVIDIA driver with default settings at the moment. Any help is greatly appreciated.
