I picked up a Gigabyte rtx 2080 windforce card.
I noticed using GPU-Z that the memory clock was capped at 7000 MHz due to power issues.
When I do the render test, I see 2 cap reasons pop up: VOp and VRel referring to reliability and operational voltages.
I run the card on a Gigabyte GA-Z170X-UD3 Ultra with Corsair16GB GDDR4 3200 RAM and a Intel 6600K CPU.
I also run a 1200W EVGA PSU which is new. I had the same problem with my 8 year old PC P&C 750w silencer MK2.
I am not sure why I am getting a power issue unless its related to the board at this point.
Any suggestions? Otherwise, the card runs fine.
