Question RTX2060 revving/uncontrollable fan speed

Hi, I recently bought a used rtx 2060 for my new work build and I noticed that my gpu was revving after installing the drivers and I tried afterburner and precision X but it won’t let me control the fan and I tried using older versions but nothing works.

So I tried using it on another pc and it was working fine and I was able to control fan without issues.

Could it be a power supply issue?
I’m currently using my old OCZ 600w power supply from an old pc (10 years or more old psu) on this build.

Cpu: i5 -12400f
Gpu: pny rtx 2060 6gb
Psu: ocz 600w
Mobo: gigabyte h610m ddr4

many times you can find used hardware has issues such as those you describe.
this can very well be why items were being sold off.

tried afterburner and precision X

have you actually tried PNY's control software?
some manufacturer's models do not function well with 3rd party software.

I tried using pny’s velocity and uprising softwares to control fan but it didn’t work either

what does Afterburner show when accessing the card?

is the lower "Fan Speed (%)" area greyed out or does it just not respond to any changes made?

The speed changes by itself and It doesn’t respond to any changes made on it
