Question RTX3070 getting constant frame drop

I am facing a weird frame drop issue for most of the graphic intensive game. I have tried everything I could and still can't figure out what's wrong, the issue persist regardless what graphic setting I am on and I even try to cap the FPS to 60 and it still drop.

GPU: Nvidia RTX 3070 (EVGA XC3)
SSD: WDC WDS240G2G0B-00EPW0 240GB
SSD: Adata XPG SX8200 Pro NVMe PCIe M.2 512GB
HDD: Seagate Barracuda 1TB (2016)
RAM: Corsair CMW16GX4M2E3200C16 2x8GB
MBD: Gigabyte GA-H410M H V2

I have checked the processes running at background when game is running, nothing too suspicious and I have done disabling most of the app running at background. What else can I do to ensure no backgrounds apps are running?
