Question rubber banding in games when ping down speed are fine.

Ok i've recently been having an issue where i try to open up some games on my PC and for whatever reason i'm rubberbanding really hard. I check my ping and its usually like 30. I check my down speed and its around 160 mbps doesnt make much sense. I have figured out though that whenever i do a network reset in my windows options it fixes it for 1 day. turn my computer on or off of sleep and the issue reoccurs. My PC specs are motherboard:MSI A320M Pro-VHL

PSU: Thermaltake Smart RGB 500w

EVGA GTX 1050ti SSC

CPU: Ryzen 3 1200

I am running my network on ethernet

my router is a NETGEAR C6300 Gateway

Only devices i have connected are a PC and an android phone.

I have had that happen before (low ping but rubber-banding) and found out it was because of packet loss.
