Rubberbanding makes games unplayable HELP !!!

First of all, sorry for wrong category but i'm running out of nerves because of this thing.

It's started after moving on to my parrents house and i couldn't play smooth any PvP game since then. I got a video with it : https://youtu.be/ir0mxPPCihg

It's a local computer issue cuz my brother who uses the same router as i do hasn't got this problem.

Also few days ago a ISP employer came to a neighboor's house to solve a problem related to the network and in the next 2 days the internet was working like a charm and i could play smooth all the multiplayer games but now, i'm going mad.

The ping is always below 50, packet loss rarely hits more than 2% and FPS is constantly 30+

So the problem occurs with your PC and not your brothers which tells us it probably isn't the router. These kinds of issues rarely occur with the PC itself but i'm thinking malware or a virus could be the cause of it. Tell me do you have anti virus and anti malware software. I know about this because once I had a virus on my PC that severely limited my internet use (I couldn't even search for something on Google).
Check out Malwarebytes it's free and run a full virus scan.
If the problem persists call your ISP and ask them if they are having any problems on there side.

I'm using AVG for more than 2 years and i doubt i have any viruses or malwares cuz, as i said, it's started recently.

I already contacted my ISP and they said it's not coming from them and that the ping is doing fine until it reaches a server located in Germany if i remember and from there on it raises to 100 and then to Netherland where it goes to 150+ and then comes to me with the rubber banding. Hell on me if i have any idea how to solve this thing.

on World of WarShips, another heavy network load game and it's even worse.

I also noticed that while playing ONLINE on steam Rocket League, a less load network game, it works like a charm. Concluding that there's not enough bandwidth to take for the heavy network load games like WT or WoWS

UPDATE : Thanks for the malware tip, i wouldn't believe i would have 33 potential malwares and 1 malware. I did 2 scans, the second resulted with no more malwares and now, after removing all, the band rubbering disappeared. I feel kinda pesimistic about it though, if it lasts more than a week with no issues, then it's solved, but until then, i'll keep you tuned.
