Rule clarification - Spring SC occupation doesn't count?

Ok, newbie question.
I used to play dip with friends and I thought we played
the game *wrong*... that anytime you take an SC you get
it, even if its in the Spring. I think according to the
real rules you need to occupy the new SC in the Fall to
take possession.

I'm playing on-line now so I thought I'd ask for that
clarification (I don't have a copy of the rules).

Also, if I am correct that Spring occupation doesn't count,
does the control of the SC get retained by the previous owner?

Presence in a SC in the spring has no effect on its ownership.
