another card i was thinking of using in my sideboard was rule of law.
""each player can't play more than one spell each turn"" will that stop
cycling cuz i'm thinking that if cycling doesn't count as spells for the
purposes of cards with storm than it wouldn't count and i could use it
to slow my opponent and still cycle.

Rule of Law does not interfere with abilities, such as cycling.

An ability is not a spell.

402.5. An ability isn't a spell and therefore can't be countered by
anything that counters only spells. Abilities can be countered by
effects that specifically counter abilities, as well as by the rules
(for example, an ability with one or more targets is countered if all
its targets become illegal).

Nope. Rule of Law, and Arcane Laboratory / Yawgmoth's Agenda, say nothing
about a limit on playing _abilities of cards_. Cycling isn't a spell in any
way; it's an activated ability, that happens to work from cards in your
hand rather than from permanents in play.

It "doesn't count as spells" because it isn't a spell, correct.
