Run 4k on non 4k monitor?

Is it possible to run 4K resolution on a 1920x1200 monitor? I don't mean just games.. I want windows 7 in 4K

No..ofc not...
you can ofc show 4k images/films.. but it will be downscaled to your resolution. or extend beyond the visible area of your screen
