I didn't know of a good spot to put this but it's mostly about hard drives so I put it here.
Is it possible to run Windows off of an EXT4 formatted drive? There is something called EXT2FSD that enables EXT support for Windows.

Solution
Nope. Windows can be installed on NTFS file system only. Older windows versions could be installed on FAT32 also.
You install windows, then install ext4 support driver and you'll be able to access secondary storage drive formated in ext4.
Hey there, EquineHero.

As far as I understand, this is a driver which allows your Windows OS to be able to read/write Ext4 formatted drives. I really doubt that you'd be able to install Windows on an Ext4 formatted partition. Depending on what you want to do, there are different workarounds for you to be able to use Windows software on a Linux based system.
In my opinion, if you need stuff from both worlds, perhaps the dual-boot is the best option.

edit: Oops, seems like I'm a bit late with my reply. :)

Hope that helps.
