Runing a GTX 970 into the PCIE 16, 8 or 4 difference

What difference would it be if I slide the card into the PCIE3 4x, instead of x8 or x16?
Reason for asking:
I have a Gigabyte GTX 970 ITX version and I don`t like the fan, it gets noisy :) I got a Noctua NH-D15 and even the HDD is louder than the Noctua cooler. So I will adapt a CPU cooler to the card.
But adding an CPU cooler to the GPU and keeping the card in the 1st PCIE3 slot means I wont be able to use all the other PCI slots.

It'll run at half the data rate of the x8. At pcie3.0 a gtx970 won't be bottlenecked by it. But maybe at pcie2.0 and I'm pretty sure by pcie1.0

You'd be OK on a weak GPU. But the gtx970 would be at least borderline on x4.
Well I explained that in the 1st post.
I want the computer to be as silent as possible and the GPU with only 1 cooler is definitely not as quiet as I would like, so I will be fitting an CPU cooler to the GPU. Fitting that on a GPU will cover all the rest of the PCI slots.
The PCIE3 4x is the last one on the board so fitting the GPU there allows me to use all the other slots without any issues. It is a Gigabyte UD-3H BK board
 
I don`t mean any disrespect but I`m beginning to feel insulted here since you`re telling me what to do instead of actually answering the question (if you got the answer).
I`m making a custom case with custom components etc and that`s entirely my deal. I need to know the impact of a PCIE3 4x on that GPU, otherwise I`ll have to use PCIE extensions.

If you have experienced the difference between 4x and 16x, than please share it, otherwise please don`t post.
