Running 2 Sapphire Radeon Vapor-X R9 270X support 3 24 inch monitors on full?

Solution
Generally it's a bad idea to crossfire video cards as soon as you buy them, as a single stronger card is much more stable and efficient, and roughly as powerful. Crossfire is mostly meant for people who already have a video card and want to add another one later to break up the price over small increments.

I'd recommend a single stronger card.

Would the XFX Radeon R9 290 Black Edition be good/better?

Yes.
