Running a gaming system on the network

Hey everyone!

I'm not quite sure if this is the right place to be posting this question, but I'll go ahead and post anyway to see if I can find any answers.

My dad has a computer upstairs (with decent specs) and is trying to run a game, but for whatever reason his computer won't launch the game (Rocksmith 2014). Steam simply says preparing to play the game, then the screen disappears and then nothing happens. We've done extensive troubleshooting to no avail and I've used my best Google Fu and still couldn't find a solution. I've installed the game on my machine and it runs fine. So my question is, can I

A) create a virtual machine that uses my computer's hardware to run the game through the network

or

B) Somehow stream the game through the network?

We have wired connections through the network so the latency shouldn't be an issue. The performance on the other hand might be another issue.

Any thoughts or suggestions?

I would concentrate on troubleshooting the pc and getting the game to work, since streaming or using a virtual pc is not really recommended and never really works as it should.
What have you tried to make the game work? Does it have any sort of log file to diagnose?

We've tried uninstalling/reinstalling both steam and Rocksmith. He has two monitors so we tried taking one monitor off and restarting. Updated all drivers, disabled the firewall, disabled the antivirus, run as administrator. We also tried modifying the INI file as well as putting multiple commands into the launch options. We even tried installing Uplay individually and launching it through that, but instead it just open steam and we're back full circle.

His computer meets the min reqs

His specs:
3 Ghz Quad Core
Radeon HD 4200
12 GBs of RAM
1 TB of disk space

If I open Task Manager a process doesn't start up that I can tell. I wish I had a log of some sort to give you but it just disappears with no errors.
