Recently the fan of my heat sink (Hyper 103) came off, the heatsink is still in place and the temperatures seem to be stable, i will be getting a new cooler (Hyper 212 Most Likely) but in the meantime is it safe to use the PC without the fan?

Solution
Once the heatsink becomes heat soaked, it will take longer to dissipate thermal load, but if you already have good case airflow, it might not be too troublesome. My recommendation would be to use one of the other case fans to mount to the CPU cooler in the meantime and leave the side of the case partially open.
