[SOLVED] Running chemical pump on 12 volt power supply

I have a chemical pump running off a 12 volt car battery now and I want to use a 12 volt power supply plugged in to 110 AC. The tag on the controller says 12 volt 9 amp. I bought a power supply rated at 13.5 volts and 10 amp but wasn’t enough, i heard a little thump but that was it
 
Solution
The motor needs a high current to start. The battery provides 100s of amps of start current. A large capacitor, like is used for car stereos -- https://www.amazon.com/gp/product/B001DXAVTS/ should provide the starting current required.
