Question Running exe files takes like 5-10 minutes to start..

Hello!
So when i try to run an exe file, it takes at least 5-10 minutes before it starts.. Why? I tried to update my windows but the update failed for some reason.. Is it a virus? Because it started to happen recently.
EDIT: Exe files are opening, but new things i install from the internet are taking ages to start..

full system spec?
hdd/sdd health test?
malware scan?
