Running Games on low fps even with decent specs?

I had my computer for about 2 years but recently I played some games and it seems like i am getting low fps when I shouldn't be. For Example in Arma 3 i can only run around 15 fps even on the lowest settings

Specs:
Operating System: Window 10 Home 64 bit

CPU: Intel Core i7 4771 @ 3.50GHZ

RAM:8.00GB single - channel DDR3

Motherboard: ASUSTek COMPUTER INC. H81M-K

Graphics Card: Geforce GTX 760

Monitor LG IPS FULLHD

Storage: 1TB TOSHIBA DTO1ACA100

Yes its good to keep track of CPU/GPU and usage and temps while gaming. Lets you see whats going on. I personally use MSI Afterburner, but there are also others out there also. But Afterburner only shows your temps for your CPU not clocking, it's more of a GPU tool.
