Running low FPS

Ok so I bought a new PC from cyberpowerpc about two months ago. Below are the specs:
CPU: AMD FX-8350 4.00 GHz Eight-Core AM3+ CPU 8MB L2 Cache & Turbo Core Technology
GPU: EVGA 02GP42966KR GeForce GTX 960 Gaming 2GB 128-Bit GDDR5 SuperSC ACX 2.0+

HDD: 1TB SATA-III 6.0Gb/s 32MB Cache 7200RPM HDD (Single Drive)
IUSB: Built-in USB 2.0 Ports
MEMORY: 16GB (8GBx2) DDR3/2133MHz Dual Channel Memory (G.SKILL Ripjaws X)

OS: Windows 10 Home (64-bit Edition)
POWERSUPPLY: 600 Watts - Standard 80 Plus Certified Power Supply - SLI/CrossFireX Ready

Now, I have only been playing h1z1, so these results are only relevant to this game. I am running low settings, except I am at resolution 1920x1080 to accommodate the 40" 4k tv I play on. My fps will run at 60 but tends to drop well below 30 most of the time. I'm not sure why I am having such a problem with this.

Any ideas?
 


Yeah, I'm not sure why. I read a few posts about stopping a couple programs (window search and super fetch) and it helped me double my fps. That's how low my fps was before. Could it be that my power supply isn't efficient enough because of the liquid cooler and everything else I'm running? The minimum requirement for the gpu is 400+ and I have a 600w psu.
 
Doubt it's the power supply, you are likely to see crashes not slow performance. Check benchmarks for your CPU and video card with that game and see what other tests show for speed. There are quite a few games that show down in certain areas even on fast systems.
