running on 4600 HD Graphics, can't change refresh rate

Just as is stated in the title, is this normal for 4600 HD Graphics? It doesn't let me change my refresh rate... it just says "use hardware default setting" in teh drop down box and nothing else. How do I get rid of this? It's super annoying. I can't even watch anime or anything, its unbearable.

What monitor are you using?

If you are sing a lcd monitor, the typical refresh rate is 60hz, and you may get no other option.
If you are using a very old crt, the monitor will dictate the various combinations of refresh rate and resolution.

I don't think HD4600 operates any differently than a discrete card would.
