Running out of ram despite no programs taking much of it.

Checked task-manager, says I'm at 50% of my 16GB of RAM.
Counted the memory being used by processes, and that's only about 1.2GB.
Is it normal that 6.8GB is counted but not being used?

(Edit)
Forgot to mention that I have done malware and virus scans, no results. Consistently so, the only thing my antivirus detects is third party cookies in Firefox. Never had any viruses on this PC.
Bitdefender uses 300MB. So does Firefox. System uses 400. Java uses 200mb.
The rest is all single digits or low double digits.

Solution

Hmm that is rather odd.

I would recommend getting:
Avast Antivirus Free
Malwarebytes

Both are the top of the line anti virus and anti malware programs.

Do a full scan with both of those programs (not at the same time). Remove all the suspicious files with those programs.
After that you can choose to leave those two programs on, however Avast seems to take my bandwith and my ping in multiplayer games are sensitive so i disable Avast & Malwarebytes after the scan and clean.

I have actually already tried Malwarebytes, that's the one I usually use. I already have a good anti-virus installed and I've been told that installing multiple antiviruses is a bad idea. I'd rather not get rid of Bitdefender just to install another program which might not help me at all. I doubt it's a virus, because I've had the RAM issue for a while now, as far as I can remember from the beginning I got my computer. I had something similar with my previous computer and that one never had any viruses or malware either.

I actually never have serious problems with this issue, and my RAM has never been at 100% yet.
I can easily play games with all those programs running in the background (except for Bitdefender doing scans, that puts stress on the CPU). But it's still sort of bothersome that whenever I check task-manager, it says half of my RAM is being wasted but the actual usage of processes doesn't add up to that amount.

Thanks for the suggestion, though.

Not sure if this is the "solution" to my problem, I don't even know what I am talking about, so I won't put his as an edit...
I heard something shared ram between gpu and whatever else takes RAM.
I checked my monitor's advanced settings or whatever, it says something along the lines of "shared system memory".
My Windows is set to another language, so I'm not sure what the term is in English.
If they're talking about RAM, it makes a LOT of sense why half of my RAM is missing and not to processes.
It says that 8GB of my "system memory" is shared with the GPU.
8GB is half of 16GB, so that 50% of unexplained RAM usage is most likely used by my GPU, if I have even the slightest idea what I am talking about.
What I don't understand is why my GPU might be eating up 50% of my RAM, so often.

Could this "shared system memory" be the cause of my lost RAM?

What is the current GPU that you have. Try disabling it and if your not experiencing any performance issues on the GPU you can leave it like that.

I've got a GTX 980, the G1 (Gigabyte).
I'm really not tech savvy so I don't think I can or even should disable my GPU.
Maybe I'll just go to one of those computer help companies, or ask my uncle if he knows more about it.
I'm starting to think that it's very likely that my GPU is using all of that shared memory for no reason and that's why half my ram is gone despite having no other programs open, having forcefully closed all non-essential processes and having no viruses/malware.

That GPU should not be using so much RAM, turn the sharing option off because i have 16 GB of RAM and it's usage is very low and i believe i don't share any RAM with my GTX 970.

Solution
Didn't want to select an answer until the problem got solved but it seems like it just went away. Just one day it randomly stopped taking 50% of my RAM all the time for no reason.
