running torrented and old games on windows 8.1

i was reading up and i read that you cant play games like fallout 1 2 or tactics, i was wondering if you could tell me how to run them on windows 8.1. and what torrenting site to use that will make thos games and gaming like it( fallout 3, new veges and skyrim). thank you.
