Question RUST DOESNT CHANGE FPS

Hello, so i have a I7 7800x RTX 2070 16 GB OF RAM 1TB SSD AND A 144hz monitor. So everytime i change my game graphics i always have the same fps(60-70fps) If i play on max graphics fps is about 60-70 but if i change the graphics to lowest fps doesnt change. How do i fix it ?
