Question Rust on GPU IO Bracket ?

I bought this MSI P106 from a local seller for about 25$ USD, the card works fine and the temp doesnt goes higher than 55c but the fan is always max out at 100% while doing Unigine Heaven and it's loud at 100%. But the problem i have is (look at screenshot) with the rust and green mold in the IO bracket and there's some weird black dust (?) in the GPU, and also the PCIE Pin connector is kinda busted but i have no problem connecting it on the motherboard whatsoever, but is it worth it to keep? or just return it to the seller? i mean if there's some kinda "trick" to make the io bracket look goods, i would like to know! i have been kinda looking into how to remove the rust with vinegar/citric acid, but is it safe to use on this io bracket?

Looks like someone went dumpster diving to get scrap pc parts. I would leave it as is if it is working. Any kind of cleaning may alter the the card.

I agree. You paid 25 bucks. Use this card while you save for a better one.
