Rust stuttering despite my high fps?

So I have done some exploring and I figured that this could possibly be solved in the Nvidia control panel but I have had no luck. I am getting around 100 fps yet when I move and turn my game stutters.


My Rig:
Intel Core i7-7700 CPU @ 3.60GHz
Installed RAM: 16 GB
GEFORCE GTX 1060 3GB

Yeah, it is most likely because 3GB of VRAM is not enough for the highest settings, if you turn the settings down a bit lower does it still happen? If not, it is a VRAM issue, if it does still stutter than it would be something else.
I am using like great graphics and I have the Nvidia gaming experience startup thing to automatically configure my settings yet it is still stuttering. My settings is on full screen and like good graphics. This just recently started to happen a few days ago as well.
