rx 460/470 in an inspiron 3847

Hello my friend is trying to upgrade his prebuilt for his birthday and asked for my help picking parts out. I ran into a roadblock because i cannot contact him for awhile and i live 1000 miles away so i can just look at his pc but i know he has a 300 watt psu and that might not be enough for one of these cards.

The biggest problem is it has to fit to case (its not a slim case as you can see by the picture link).
I'm trying to get the cheapest outcome posible with an rx 460/470 card and i would love if you could link the best outcome with both the 460 and the 470.
