Question RX 460 error no graphics card is installed + failed to create open gl. help!

Hello I just upgraded my graphics card from gt 730 to xfx rx 460 wold edition. fortunately card doesn't require additional power and runs solely on PCI-e. But i encountered an error which has given me headaches.
My specs: mobo: asus h61m-k
cpu: i3 3240
ram: 4 gb crucial 1600 mhz
PSU: Bysou ATX 500w (probably some chinese unit but still should be enough)
i have 22m35 lg monitor that only has vga that's why i am using adapter to connect my card to the monitor HDMI to VGA. i don't think this is the problem either.
I have installed drivers god knows how many times now. But i still get the error that no graphics card is installed
graphics card is present in device manager but has yellow sign on it.
i have done all the windows updates.
installed c++. net framework as well.
tried installing rx 460 19.6.3 and 19.5.2 drivers also auto detect.
i have updated my bios to the latest.
what's odd is that after it says "no graphics card is installed" after some time "failed to create openGL context" error pops up.
card is second hand. The guy i bought it from tested it in front of my eyes and it worked well.
I just don't know what to do anymore i would really appreciate help
P.S I know my PC is dirty xD
 
When posting a thread of troubleshooting nature, it's customary to list your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

How old is the PSU?

Your also going to have to look at a replacement PSU to rule out a faulty/failing unit that can't deliver power to all the components in your system. You've got the Black WOLF edition for the GPU?

PSU is somewhere 4-5 years old.
Actually card is just wolf. specifically RX-460P45WG
Also i am running windows 7 64 bit
Fans are spinning on the card as well

Please do not use this PSU at least on any gaming PC. I'm skeptical about the build quality of this unit. Generic/cheap/Chinese PSUs are not recommended.

PSU is the last component you might want to cheap out on, or skimp. Try to get some other high quality PSU, IF possible. Power supplies are an imperative part of your system that should not be taken lightly. Throwing in a budget PSU could result in poor power efficiency or even a wrecked system. Don't SKIMP on the PSU,, since this is the MOST important PC component. I can't stress this enough.

Are you getting CODE 43 ERROR code, in Device Manager, with a yellow triangle exclamation mark ??

Just checked the device manager and Yes it is saying erro 43

Error code 43 is a generic message that typically indicates a problem with the hardware or software in Windows operating system. This error is often reported in Windows Device Manager. If you encounter this error with your graphics card, here are some troubleshooting ideas that may help fix it.

1) Update your graphics card drivers once again.

2) Make sure your system is updated with the latest SBIOS and Windows updates. (you have already done this though).

3) Check to make sure your system power supply meets the minimum recommended power requirement for your card.

4) If your card needs additional power, make sure the PCIe supplemental power connector is plugged into the card.

5) Replace the graphics card as it may be defective.

Code 43 can mostly happens either if drivers fail or the hardware fails. Other option is that your GPU or motherboard slot failed. If your motherboard has more then one PCIe x16 slot, you can move GPU to another slot to rule out motherboard failure. Or you should test GPU in another machine to confirm that problem lies in the card.

Your GPU might also be faulty, but before we jump on any conclusion, can you TEST the Video card on some other PC ? Also, are you on a FRESH Windows OS install ? IF not, then try doing a clean format of your SSD/HDD, if need be. Did you install the correct GPU drivers ? Clear and reset ALL the CMOS/BIOS settings to default.

Like I mentioned before, this Error code 43 can be reported anytime when Windows does not recognize a device – whether it's a USB port, Hard drive, video card/GPU, or any other piece of hardware connected to the computer. Most of the time, error code 43 means that a device driver is either missing, corrupt, and/or outdated (so Windows has problems communicating properly with the hardware), or the hardware is faulty and needs to be replaced.

This error code points out that the Hardware might also be defective, which is the GPU. But before we jump to any conclusion, check the card on some other PC as well.

Can you properly boot your current system/OS, by using the 'Integrated Graphics processor' of your current Motherboard ? Do you still get the same problem ? And, what about SAFE MODE ?

I just wanted to know what does it say under the DEVICE manager, "Display Adapters" settings, Microsoft Basic Windows Adapter" ? If it's code 43, then those are the above causes.

Driver is up to date. as well as bios and windows update. on paper minimum requirements are also OK. Card doesn't require additional power. it only runs on mobo.
It could be faulty i will have to check that out tomorrow. Though i have to point out that the guy who sold me the card tested it in front of me :/
i Can properly boot the system without problems as well. I haven't tried booting is with only integrated graphics processor but i strongly believe it should be all right.
I also tried only once to install drivers in safe mode but that time i got error 99 " Driver hasn't been digitally signed"

That ERROR 99 may be because of the following reasons, since AMD installer cannot continue because the driver has not been digitally signed..

Possible cause:

The driver being installed does not contain a digital signature that allows Microsoft to verify that the driver has been provided by AMD. Sometimes, AMD may release an unsigned hot-fix driver to address an urgent issue. However, a fully signed driver will usually follow.

Solution (but not fool proof):

A work around for this issue is to temporary disable Driver Signature Enforcement in Windows before running the AMD Installer. To disable Driver Signature Enforcement on Windows 10 and 8.1, please follow the steps below:
  1. Press the Win + I and click on Update & Security
  2. Click on the Recovery option
  3. Click on the "Restart now" button under Advance startup
  4. Once your Computer has rebooted, choose the Troubleshoot option.
  5. Select Advanced options
  6. Select Startup Settings and click Restart
  7. From the list of startup options, press the F7 key to disable driver signature enforcement
To disable Driver Signature Enforcement on Windows 7, please follow the steps below:
  1. Restart the computer and access the Advanced Boot Options menu.
    • Press the "F8" key repeatedly as your computer is booting up, before the appearance of the Windows logo.
  2. From the Advanced Options Menu, select the "Disable Driver Signature Enforcement" option and then press "ENTER".
 
That's why I tend to avoid buying used and second hand GPUs, even though it might work. Unless youa re on a very tight budget, always buy a new card. See another code 43 error, MM ?

i have gotten rid of driver signature error. now i am in test mode windows 7 build 7601.
i have tried installing crimson relieve 17.2.1. no result. of course every time i use DDU or Amd cleanup utility
gpu-z shows me the information about card but i am still getting error 43.
can't i just somehow stop my cp from shutting down the gpu? 🙁(
 
I can't actually make out anything from the Pic posted above. I assume the GPU has been inserted and seated properly on the PCI-E slot ?
