Rx 460 OEM??? Difference b/w OEM and Any Other Graphics Card?

Hello Guys!!! I am building a Budget Gaming PC.
Where i live gtx 750ti costs around 85$ and Rx 460 OEM costs around 65$.. I do know that rx 460 outperforms gtx 750ti .... but what is the diferenec b/w OEM rx 460 and any other rx 460.. is there any difference in performance?

The primary difference is just the plastic shroud on the GPU. In terms of performance, essentially none. The various OEMs will factory overclock the cards but the amount of the overclock is so low you really aren't talking about much of a performance difference. Especially on a low end card like the 460.

I'm given to understand that there are two varieties of RX460 and two varieties of RX560. I'm not sure if the less powerful one is specific to OEM or not for the RX460, or even always applicable to OEM for the RX560.

EDIT: other information I've come across says that the RX460 always has 896 cores, but that there's a way to unlock it to get all 1024 cores. I am not sure about this.
