RX 470 4GB or GTX 1060 3GB or GTX 1050 Ti 4GB for 1080p gaming for another 4-5 years gaming?
Can GTX 1060 cause problems in performance because of 3GB VRAM?
Which GPU is more suitable for this,

Intel Core i5 6500 3.2Ghz
Gigabyte G1. Sniper B7
Team Elite Plus 8GB DDR4 2400MHz
Seagate 2TB 7200RPM SATA 6Gbps
Silverstone Strider 500W 80+ Bronze
Cooler Master MasterBox 5

Solution
The 470 is competing against the 1050ti and the 470 far outperforms it.

The 480 4gb competes with the 1060 3gb and the 480 is the better card.

This is the price / performance breakdown as it stands today:

GTX 1050 > RX 460
RX 470 > 1050ti
RX 480 4gb > 1060 3gb
RX 480 8gb = 1060 6gb
GTX 1070
GTX 1080

AMD will gain a little in the future relatively but you're looking at:

GTX1050Ti, 100%
RX-470, 125%
GTX1060 3GB 150%

None of them are future-proofed for four years. 3GB is already not enough for major titles to prevent stuttering issues (Gamers Nexus tested the GTX1060 3GB specifically for this), and 4GB could be a problem soonish.

So very hard to choose. I'll check pricing.

If I was forced to choose it would be the RX-470. The GTX1060 3GB might be faster, but when it starts to run out of VRAM it's going to stutter so it's really going to depend on the game.

If you can swing $205 (plus tax/shipping) then I suggest an RX-470 8GB.

Newer games on PC are starting to demand more video memory and that's going to continue to become more common. Even 4GB will soon be not enough.

A similar quality RX-470 4GB is $170 so it's another $35 to double the video memory for peace of mind at least (though you will use it in some titles already likely).

If you were asking over the next year or two, then I'd say go for a 4GB card if budget is that tight. Heck, the GTX1050Ti is pretty great still. It's about the same as a GTX770.

You can find a GTX1050Ti starting at $135USD.

But if you want at least four years, AND you can manage about $200ish then the RX-470 8GB is my hands down, top choice.

It's a bit old now, but the new consoles are absolutely affecting VRAM usage on PC. They can easily use 4GB of VRAM at times and that's using a WEAKER GPU. Still 1080p (excluding the PS4 Pro) so if you increase texture quality etc for a more powerful desktop GPU then going above 4GB is pretty easy.

It's pretty much unavoidable when you start making games that work on console AND on PC even if the game isn't being "ported" and that's not even counting games that inevitably aren't optimized for memory well on PC.

What I'm saying is that if you get a 4GB card you'll probably end up regretting that decision later. Again, it's about $35 to go from 4GB to 8GB of VRAM on the RX-470.

If you want to try to predict the future, look to the past. What video cards from 2011/2012(4 and 5 years ago) would you still be willing to use today? Look at where they were positioned in the lineup and get one that is in a similar position today. In 2011 the BEST Nvidia had was the 580 and AMD had the Radeon 6970. Would you have been happy running one of those cards in the last couple of years? If not, what makes you think today's best will be any different?
