RX 470/Athlon 860k Bottleneck?

So i just got a RX470 and im getting low fps in almost every game. i see people getting 200fps on games like CSGO and LoL while im struggling to get 70fps, is it possible that the CPU is bottlenecking the GPU ?

Some specs :
-Athlon 860k
-XFX RX 470 4GB
- 2x4gb 1600mhz RAM sticks
- 2x2gb 1333mhz RAM sticks

That would be my guess. Check GPU usage vs CPU usage. If the CPU is getting at or near 100% while the GPU isn't able to, then that is CPU bottleneck.
If the GPU is able to hit 100% usage, the CPU could still be holding it back due to its low IPC. (Can't execute instructions fast enough to garner higher numbers)

But 70 fps is still decent. Especially if you play on a 60 Hz monitor.
